Unity 2019 - Collaborate not working

Just installed and upgraded a project.

When I go to Services->Collaborate, I cannot open the Collaborate toolbar. It’s apparently been removed from the top menu?

Clicking ‘Open the Collaborate toolbar’ does nothing.
‘Open the history panel’ does nothing.

Anyone else having this problem?

Collab seems to be working when I create a new project. Any idea why this is happening to my existing project? It was previously using Collab in 2018.2.18f1
