Unity 2022 LTS, Input System 1.6.3 - Gamepad input is mirrored to keyboard

I have a problem that the gamepad input gets mirrored to keyboard in a following fashion:
Left Stick - up/down/left/right arrow keys
A/Cross - Enter
etc.

This will cause several quirks such as double-enter presses and double movement in UI and being able to move control player 2 (assigned to keyboard) alongside player 1 (gamepad) effectively breaking the controls.
My controls system requires gamepad and keyboard are handled separately.

The input code was working correctly in 2021 LTS; is there some new features in 2022 which will cause this defect and is it possible to keep both keyboard and gamepad strictly separate entities.

I am not using any action mappings; the state of the controls are read from Keyboard and Gamepad objects and input system is updated manually in FixedUpdate()

Downgrading the Input System did not help so this might be related to Unity 2022 version.

Hi. I did resolve the cause for the issue:

It’s the Steam client that remaps gamepad controls to mouse/keyboard. This remap is active in all apps while the Steam client is running in background.
Closing the Steam app did revert the override thus the game is now working as intended.

My older game did work properly because I launched from Steam, thus Steam client not forwarding the gamepad-to-keyboard gestures to the app.

If you are experiencing this same issue it might be the Steam app interfering with Unity editor.
