Unity 2022 randomly add "importing Compressing" step on Android build

I recently reinstalled Unity 2022.3 LTS on Windows 11 coming from Windows 10.
I noticed that now a random and long step appear on build that I never saw before and takes a very long time. The windows says “importing compressing …”, it is like it is reimporting the assets but I didn’t import anything new.
It does happen often when building for the first time after opening unity but can also happen after a simple code change and build.
I have a feeling it could be related to EDM4U, because this is the only thing that I did update after reinstalling Windows.
But why is it happening? Is there some setting I can change to avoid this?
Is this a side effect of the new gradle build required now because many Android plugins otherwise don’t compile?


Here is it. It is not Appodeal issue, it wasn’t doing it until I closed and opened Unity and it was doing it even before I added Appodeal.
