Unity 2D bones un-binding after closing

I am working on a project in unity 2019.3.0a10 with unity 2D animation 3.0.3 I am able to set up my 2D characters rig and wight maps as well as animate my character and load animations with scripts and it all work fine however after I close down the project and re open it the character has been un bound to the bones and I seem to need to re make the bones and weight maps every single time. The animations work in a build if I build before re starting but the moment it is opened in editor I say good bye to my bones any suggestions would be greatly appreciated.

The character is made using a .psb file imported using the PSD importer version 2.0.3

I updated unity to 2019.3.14.f1 and it works fine
