Is there anywhere list of hotkeys of Unity Editor for Windows?

Yes there is, Edit Settings Input manager. Also: 3D Game Kit Reference Guide - Unity Learn

You will learn about everything you need to know.

Other people probably didnt answer, because this is basics.

That shows how to create hotkeys for a game, but the OP asked about hotkeys for the editor.

if OP is using 2019.1, then the tools menu should still be there, I'm using 2019.4.19f1, and the tools menu is there, I think its only in the 2021 releases that the tools menu moves.
