I changed the external script editor to the default and now I can’t open Editor Preferences. I went into the registry and deleted the Preferences entry to no avail. What could the issue be?
What Unity version did you test? 2019.3.0b10?
Do you get any error message?
What’s the default external script editor? Is this program actually installed?
Does it work if you select a different external script editor than default?
Does it work in a different Unity version? For example in 2019.1?
Hi, I have the same problem. Using Unity 2019.3.0a10, using Mac. I did also a small change to Raider editor. And now the preference dialogue does not show up.

The Preferences cannot be opened anymore in the Editor.
The following error shows up in the Console upon trying.

- Open Unity 2019.3.0a10
- Open Preferences
- Select External Editor setting
- Select Open default by extension
The preferences window immediately closes and the error shows up in the console.
After you close the editor no matter what, the preference window cannot be opened. Not even in a new project. Not even in the 2019.2.0f1.

For me changing window layout helps.
When I load a project, editor is opened with “Layout” in Layout dropdown and Editor settings cannot be opened:

When I change Layout to something else, ex. Default, I can open editor settings.
I am not alone having this problem. I have one project with this problem.

if You do not find the"Preferences" windor in “Editor” on MacOs,go to Unity>and then “Preferences”!
I can’t even find me preferences does anyone knows?
I had the same problem. It’s under Unity > ‘Settings’.
