If you want the “ML engineer title”, then you’ll have to reach a certain standard of knowledge and understanding based on a certain collage/university/academy/etc. 's standard.
You can do that with just about any programming/scripting language.
I fail to see how your question is Unity related, unless you intend to use it to visualize the results of ML code.
Its normally the other way around. If you happen to be a machine learning engineer or data scientist, Unity has a good tool set to visualize you work. Especially for Joe Public.
However if you just jump into Unity, you won’t magically pick up machine learning or data science.
