Unity HDRP weird thing with Volumetric Lights

As you can in in screenshots, volumetric lights are making some weird things. Its becouse of shadowmasks i think. Im using here two light to make good looking lamp, one is spot light wihout volumetric and second light is spotlite with volumetric. Spot light is only to make volumetric and it dont illuminate things.
When i change shadow mask to some high resolution, or turn off than effect is almost perfect, but always is make some small point on screen where you see everything wihout volumetric effect. And one more thing, it was working nice before i tried baking light. I tried turning on and off reprojection but nothing changed.

I think i found a solution for now. I just decreased angle of light to 170 from 179
