Unity Hub fails unless you install a complete version of Unity

When downloading and installing a version of Unity from the Hub, if you tell it you don’t want to install the Visual Studio component (because some of use the superior Jetbrains Rider), Unity Hub will say that the file is incomplete or damaged and not perform the actual install. You MUST install the Visual Studio components (so it shouldn’t be a checkbox) or else the install process will fail.

With Hub 0.16.0 and below, the download/install of Editor have been reported as non-stable. This issue been addressed in 0.17.0. download and installation should not require Visual Studio. I believe it was a coincident that you had a successful when selected Visual Studio.
