I have the 3.8.0 hub.
Is it normal it cannot offer to install unity 2023.* versions ?

If you mean the short list of the latest versions of supported editors it offers, and not the download archive, then yes, since 2023.x releases are no longer supported. They have been superseded by Unity 6 Preview, so you should install that if you were intending on using features introduced in 2023 versions.

It’s recommended to use Unity 2022.3 LTS for Production to avoid bugs because Unity 6 is still in Preview state.

they changed the name for 2023 to unity 6 to “fool” shareholders because we are close to 2025 and the 2023 versions was still not completed.
these having yearly versions was a thing they placed upon themselves instead of doing various versions when done. so most of the time starting from 2020 they just kept fragmenting the versions when a new year show up because they had too leaving previous versions half baked and with major bugs.
maybe with this new unity 6 thing they will do it right
