Unity, in editor can connect sql server but not connect after build

This stupid program cannot connect after building.There is no different before building and after. Everything is same. I tried webgl build and windows build but same result.

I saw other solves they say “copy i18n files to assets folder / copy i18n files to assets/plugins folder”. I tried everything. WHY CANNOT CONNECT TO FUCKING SQL SERVER
