"Unity is running as Administrator" except it shouldn't be, and I can't switch to standard user?

I have a bit of a strange issue that I haven’t been able to work out or fix.
I get this pop-up when running Unity 2022.2.3f1*, a new install, from the Unity hub. I am using Windows 10. I am not running the Hub or Unity.exe as administrator, just starting it up as normal. I had this issue on another clean install of an older 2022 version as well.

If I try to click ‘restart as standard user’, the popup with just close and re-open again. I can run as admin, but I’m not trying to, and I suspect that is also why my (shared) project is incredibly slow.

Any idea of how I can go about fixing this?
