Unity jenkins simultaneous build hangs on shader compiling

Hello, I’m using jenkins CI on windows machine and doing android build on it.
My build process hangs when 2 and more build requests are simultaneously raised.

unityBuild says that every 5 minutes to console output, without any progression.

Timed out connecting pipe to external process: C:/Program Files (x86)/Unity/Editor/Data/Tools/UnityShaderCompiler.exe

This problem was not occured when jenkins was installed on mac. Any ideas?
