Unity loses sort order of Custom Post Process Orders

I added several items in HDRP Default Settings → Custom Post Process Orders → Before Transparent and ordered those items. However when I restart Unity my custom order is gone and the order of the items is alphabetical. Unity 2019.3.

@LeonhardP correction: the order isn’t alphabetical, it’s the initial order. the re-ordered list doesn’t seem to be saved
