Unity LTS vs non-LTS

Can someone explain to me what the LTS is for. Why does 2019.4 have LTS, where as 2019.3 does not?

My original assumption was that an LTS release should be a stable stream that has been in development and is guaranteed to be essentially the same in the long term.

That is the basic idea.

2019.1, 2 and 3 were technical releases with new features and bug fixes.
2019.4 is 2019.3 but more bug fixes and no new features. And this will be continued for 2 years. No new features but the majority of bug fixes will land in 2019.LTS, so it will be more stable release than 2020.1 for example, where new features will be introduced.
