Unity Package Manager Error

When i start Unity (2018.3.14f1 64bit), i get this error message. When i was installing Unity, firewall window poped up and asked me to allow this application and i did allowed it, but still got this error
Please help !

Have you tried

• Package Manager fails to start on Windows 7. Workaround: Install Windows security update KB2533623. Thanks to @GuyMauve5 for finding this solution.

should i still try it if im on windows 10 ?

Sadly, I don’t know if there is a similar security update for Windows 10. Have you checked the other items in Known Issues list I posted above? Are you using an anti-virus? Have you followed the suggestion in the error message?
