Unity Package Manager Error

Hi,
I can’t open unity editor since yesterday. I’m working with unity for years and this is the first time I have a problem. When I try to load any project it starts loading and stops at this point:
4756580--451757--upload_2019-7-17_15-14-42.png
and then I get this error:
4756580--451742--upload_2019-7-17_15-11-26.png
I was using 2019.1.10f1 when this started happening, I tried going back to 2019.1.6f1,
I tried running from command line with -noUpm but it didn’t help.
I don’t know if it’s relevant but it started happening as soon as I installed SQL server management studio.
Please can someone help me?

Now tried with 2018.3.2f1 and got the same thing

I’ve been facing this issue since last Friday (July 12), seemingly right after a Windows update. I got it to work for a single day by resetting my network settings, but it stopped working again when my computer turned off during a power outage. Can’t use Unity at all during this time, regardless of version I try to launch.
