Sorry for my ignorance but I bought an Unity plugin in 2013 and I am trying to get the its last version from its developer and he does not let me get it, for it. Could anybody advice about how I could do a claim to Unity?

Is this from the Asset Store? If so, contact Unity via the appropriate email address (possibly the support address, can’t remember if there’s a specific Asset Store one).
If it wasn’t purchased via Unity then I don’t think there’s much they can do.
Sometimes major version upgrades are considered as different pieces of software and require you to buy it again. Just like going between Unity 4.0 and 5.0.

Maybe you are right in the case that plugin is for 5.0, but the developer should say it to me. Do you agree with that?
Unfortunate, this is not the case, the developer said me he will send it and he never do it. I feel that he play with me…

Unfortunate I bought this plugin out Unity Assets Store because, I negotiated the price with the developer.
I have all the emails and the paypal document payment too.
I know that maybe I cannot get any help from Unity but If somebody had the same problem like me, please let me about this topics

Unfortunately if you bought it outside of the Asset Store, then there is nothing Unity (or even you) can do. You negotiated a cheaper price with the publisher. What were the terms of that lower price? Maybe it didn’t include version upgrades. That’s one of the benefits of buying through the Asset Store. It’s not without problems, but it does offer you protections against some things (although publishers can charge for upgrades now).

I learned that buy a plugin out Unity has this risk. After that I will buy all the plugin in Unity Assets Store.

Have you followed up with the developer? If they said they’ll send it there’s a good chance they still will. I have no idea how long it’s been, but it could still be coming or it could have been simply forgotten or similar.
