I’m planning to pay for a Pro Plan to get access to Mobile packs in Asset Store.
And at the same time, I’m making game with my friends, and they are using Personal Plan.
We all working together using Git.
Then my question is: whether they (my friends) can use the Assets which paid by my account?

I believe you find an answer in the “END-USER’s Rights and Obligations” section:
You are aware you can’t mix licensing tiers, right? Either everyone needs to be on Personal or everyone needs to be on Pro.

You may just want to purchase the assets in the packages if they’re all you’re interested in. Signing up for Unity Plus or Unity Pro (both have the essentials packages) would be a much larger amount of money ($35/mo or $425 for Plus, $125/mo or $1500 for Pro).
Just click “Learn More” under each asset mentioned and it’ll redirect you to the actual store.

By the way out of the entire Mobile Essentials package only the first asset (Editor Console Pro) requires one license per seat (because it’s an editor extension). Everything else can just be purchased once and accessed by the team.
As she said, if it’s just the assets you’re after, buy them instead. Will be much cheaper
