No, if you buy pro you get the feature of pro which are development features like occlusion culling, shadows, water asset, profiler and other advanced things.
You need an Android license to be able to build the game for Android.
Note that you can use the Android license without the pro license, meaning you build game for android but do not use the pro feature on it.
