Unity requires SDK API lvl 21. (android 5.0)

Hi, i’m doing a project that is pretty low end, and i want it to has support for 2.3.3, or at the very least 4.0.3.
Unity requires at least android 5.0 in the sdk to be installed and i did, to make the warning go away.
Now i have the minimum android version in player settings set at 2.3.3 and the app has nothing like ads or in-app purchases. Does it still need Android 5 to run or will it run at 2.3.3? Android 4 is still running on a lot of devices, and that app is not a game but something that should target as many devices as possible.
So is that requirement just for unity making sure to have the latest?

BUMP , I NEED TO KNOW ALSO AS I AM AIMING MY GAME AT MINIMUM 4.2 SEEING AS THERE IS STILL 15% ON ANDROID 4.2 AND 39% USERS ON 4.4, THIS IS A MASSIVE MARKET SHARE SO WHY ARE WE BEING FORCED TO ONLY USE 5.0 AND ABOVE, NEED TO KNOW IF USERS ON ANDROID 4.0-5.0 CAN STILL RUN THE APP

If it helps you, i set the minimum requirements for android at 2.xx and then compiled the project. It run fine on my tablet that is still running 4.2.2)

I can confirm that it works fine for API 15 (4.0.3) devices; my first gen Kindle Fire runs the compiled apks without a problem (so long as the minsdk is set to 15, if you’re manually compiling).

I set the minimum android version in unity’s player options menu, if that’s what you mean.
