Unusual Ad Colony Ad in Production

This is one of production ads from Vungle or Google Ads

Should this be skipped and not shown to end users.
Also it seems Vungle wants too many accesses - like accelerometer and photo library . Users won’t be willing to provide that

Please advise how can this be avoided or disabling Ad Source is the only choice for now?
