URP Sample Scene: No difference in quality settings?

I created a new project from the URP template (Unity 2020.2.4f1) to explore and learn about URP but I’m not seeing any change at all when selecting among the three sample URP assets in Graphics Settings. What am I doing wrong?

I can see in Inspector that “Universal RP-High Quality” is different from “Universal RP-Low Quality”. Namely, shadows in the latter should be disabled for all lights. Yet, when I switch between these, there is no difference whatsoever.

Ah… apparently it also has to be set in Quality Settings. That’s rather confusing.
