I want to make games with MonoGame and convert it to C++ and compile it with devkitarm to Nintendo DS (using the open source library libnds), so the question is:
May I use freely il2cpp with an open source library as MonoGame?

No, in order to abide by the Unity terms of service, you must used il2cpp only for Unity games.
Practically, I think it would be really difficult to do something like this, as we don’t support using il2cpp outside of Unity, so I’m sure you would run into pitfalls if you tried.
