user accessible INF file question

Hey everyone, just a quick question really.
Could any body direct me to proven resources (tuts etc) that show the possibility of incorporating inf files into unity… Can it be done?
Is this question a waste of space because its as simple as embarking on a file read method prior to an executable game loading.
(my thoughts are circling around skyrim etc where we can change stuff in the inf prior to loading the game)
I have to say , i will contiue to search but, any help here would be a great addition to anything i can gather on the subject…if , indeed, there is a subject here.

Standalone builds of your game can read files from the hard drive of the client machine using standard .Net file processing.
