UWP Fails on Unity 2022.3.4f1 to Certify

Build a blank project with Unity 2022.3.4f1 and Visual Studio 2022 fails app certification with crash hang fail and another one that’s as ridiculous. Both errors seem to indicate the application doesn’t work once build and submitted (Online or Local) yet it works just fine on a variety of hardware. So, game works. The blank project works nothing build for UWP for Windows will certify. The local and online certification always fail for the crash hang and the version use. I have looked everywhere for the recommended setup for just getting a blank project to work and pass app certification and there is nothing. With older unity I think 2019 or so there used to be a quick setup so you could make sure the basic items are set correctly. I’d appreciate any guidance.
