Am I missing something obvious or is there no way to view all items that are currently on sale?

No. But you can search for “sale” or “discount”.
Searching for those terms doesn’t even show the items listed in the current winter sale.
Official sales are the daily 24h Deal and other sales events like the Winter Sale. These are easy to find on the front page.
Everything else are “unofficial” sales created by the publisher who normally adds a hint (“sale”, etc.) into the description.
That’s the best way I know…
