Microsoft has just announced that they release a new version of Visual studio 2013, it is a full featured VS 2013 like pro (compared to the crappy Express version). It is only limited by the license.

in addition to fe vs 2013 ce they have free addon that lets you use it with unity that works amazing (no longer need to use monodevelop)

No.
But you can build and debug directly in Visual Studio at runtime when developing Windows Store and Windows Phone 8 apps.
