Not much else comes to mind. Which version of VS are you using? My recommendation would be to installed VS 2019 Community from scratch.
What version of Unity are you using?
To be honest every single time I see this happen it appears to be for a different reason. There are more solutions that you could try than could ever be listed starting with opening the “Assets” menu and clicking “Open C# Project”.

What I’ve done:
Reinstalled the vs studio completely
Open from asset C# project
Created a new unity project
Download and tried on new unity versions
Installed Intellisense
Made sure that under preferences vs 2019 is selected
Still not work
VS is not working correctly in that version. Now that 2019.2 is out of beta you need to switch to 2019.2.0f1. VS works perfectly in that version, at least on PC.
I have found that VS isn’t working well with the newer rev. just go back for a bit until they support it.
It works well in 2019.2.0f1.
