visual studio or rider inline doc - how?

I’m wondering if there is a way to turn inline doc back on like it used to be in unity 4.7 monodev

in VS I get this:

no doc

no autocomplete
so this webpage is outdated Using Visual Studio Tools for Unity | Microsoft Learn

rider also shows no inline doc
