VSCode C# Error Notification: "Some projects have trouble loading"

Full error message: “Some projects have trouble loading. Please review the output for more details. Source: C# (Extension)” Button: “Show Output”. See attached file for output.

This started happening after I reset my windows computer. I had to reinstall VSCode, synced all my settings/data and got all my old extensions back from having a connected account. Whenever I tried to open a C# file from Unity, VSCode gave me that error above. All of the Unity Editor files and Unity game files are all kept on my secondary drive, so I didn’t need to reinstall Unity after resetting my computer.

I tried reinstalling Unity, reinstalling VSCode, reinstalling the C# extension, moving from the old project to a fresh copy, etc and nothing worked. What can I do?

at least theres error message:
“The reference assemblies for .NETFramework,Version=v4.7.1 were not found. To resolve this, install the Developer Pack (SDK/Targeting Pack) for this framework version or retarget your application. You can download .NET Framework Developer Packs at .NET SDKs for Visual Studio

I followed the instructions to download this, and it still gives me the same error.
