Walls look "pastelly" with lighting

In low lighting levels, when I add a light, the textures on the walls (tunnel) look very pastel-like around the light frustum edges.

This isn’t the normal angles as removing all normals and using flat edges doesn’t correct the issue.
The texture is using the standard shader with a diffuse, normal, metallic, height and occlusion map (the metallic is solid black and amb-occ is solid white).

Deactivating all image effects does not effect this either, any ideas?
