Water planar reflection flickering with baked occlusion

When I bake occlusion for my scene, the water its planar reflection goes away when looking at the water from some locations/angles.
Any idea why this is hapening and how to fix this?
I tried creating a big occusion area.
I tried a minimum occlusion area.
The water is not marked as static.

I believe this is a bug and sent it in as a bug report.
