waterfall or waterspout

Can someone give me a basic roadmap on how to create a waterfall or a waterspout? Do I use particle effects? Do I use motion blending? I’m looking to do something pretty realistic with physics, and don’t want to resort to using a movie.

I’m pretty much a Unity newbie as you can probably tell.
