Weird graphic wobbly / jello effect during teleport or fast movement

Hi,

This one has me completely stumped, we have just moved from 2018.1.9 to 2018.3 for a project of ours. When teleporting (or manually moving the VR Rig fast) I am getting a weird jello effect.

No post processing on, I have tried single pass/multi pass instance rendering.

I have profiled it, I am not getting a frame drop (though if I artificially bring it down, by say putting in a horrendous particle system, it gets worse) I have pretty much spent two days ticking and unticking every option I can and I have run out of ideas!

What platform?

Windows. Think ive worked out what it is. Steamvr now has motion smoothing, disabling this stops it. This makes sense, kinda, as it is basically trying to make frames up, and its making mistakes.

As to why im seeing it in 2018.3 and not in 2018.1.9 (i see it too in 2019 beta) im not sure.

Ill admit this isnt the first issue ive seen with steamvr 1.3.x i think this is much more likely a steamVR issue so im going to move this Q there.
