Local, look at the regional newspapers.
Remote - this forum, under the Commercial forums.
Take due diligence. I’ve seen people work for free for ~ 6 months working on promises.

I got hired locally via a big freelance site because the company was looking for someone local and everyone else that applied was from india or wherever. Been there a year so far and love it.
I’ve had side work found from meeting people in the Unity community locally, through a meetup group. Basically other people are working at other places and at times want to contract parts to people with more experience. I worked on a team of 12 (my roll was a specific part of it) on a 6 figure project during evenings/weekends while working at my dayjob I got through elance…and they paid me 2x as much as I charged them…for a level designer they found a college professor simply to lay it out, and audio guy for sound fx, then had artists, a few programmers, and a hardware guy.
