If a layman asks you that what is fps rate in unity then what is the best or the suitable answer for it ?

I would answer, in relation to the specific product. Meaning as high as you can get it without taking away from the quality of the experience. I like constant stable frame rates, with little dips. You can always check on the performance of your project by going to Window/Analysis/Profiler and getting more information about how your project is performing at runtime. Profiler takes a lot of performance itself, but there are many menus in the profiler that will show you where/what your hardware is being used the most on.
