Make a good product (well it could be terrible for all that matter), market the product and get people to buy said product or find investors that will fund the production of a promising product you are making.
You could also go into debt and take a gamble, seek for cultural grants or do god knows what. There are no real way of getting these kinds of money, everything depends on your situation.
A good non-risk way is crowdfunding, but not every game can work with it, also you can go visit your local “ministry of culture” or equivalent(depending on where you live) and ask for funding, but that is even more niche, you would probably need to make something revolving around national history or public safety or things like that. I think World of Thanks got some of it’s early funding from goverment and also most of those " insert mundane thing here Simulator" games from Gremany are government funded.
