What is the most polygon quads that I should aim?

I am almost done modeling a character, and is about 3100 quads right now. At most, it will reach no more than 3500-3600 quads when I add the rest of the accessories. So my question is, how many quads is too much? I am aiming to make an RPG game like Zelda, so there will be not that many characters in a scene like a MMORPG or something like that.

For a single model that is fine.

However, the amount of vertices and polys to cannot solely be said by looking at the single objects, but you will need to see how many objects there are visible on the screen at once.

Well, is what I have in mind right now is divide the scene with many objects in sections. Like for example, the main town will have quite a bit of buildings, but will be divided in like southern section, northern, etc. Do you think that will work? The buildings I estimate are about 400, maybe 500 quads each. People will be around 1.5k - 2k each, and there will be at most like 5-7 people in each section. Will that work well or should I reconsider?
