I agree with Vidi on this one. I don’t know the software, but I just searched for TV paint and went to a video tutorial they have, and the interface matches up perfectly, at least the left, top, and bottom sides. The only thing different are the two boxes on the left middle, but those are probably tool configuration boxes that show up with certain tools selected. I’d say you have a match.
