What is wrong with shadows high quality filtering?

Whenever I set the filtering quality to high, the shadows get “fuzzy” I think, like they’re not smooth and blurred, I actually don’t know how to describe this weird looking, see the pictures below to see what I mean, is there a fix for this?

That looks a lot like interleaved-gradient noise (which I believe HDRP does use to filter its soft shadows), in which case not really. From memory that level of filtering quality uses PCSS which does require a decent number of samples to work, and as such the noise is used to break up the filtering samples - the shadows would look much worse without it. As far as ways of reducing it, the only thing I can think would be to use TAA; however for that to do anything it would require the noise to also change over time which may not be the case.
