Last time from what I have seen there was no bureaucracy at Steam. You just put on the table 100$ per title as a deposit to put it on Steam Direct, when sold copies pass the 100$ you get it back. You can publish also on Google Play, then you put 25$ per title and you don’t get it back.
Edit: If the game is simple and you just want to publish without fees you can always do it on https://play.unity.com/ as WebGL.

You are right, it is one time fee on Google Play.
