Since the Dictation Recognizer is broken on 64-bit Windows 10 Anniversary Edition, we’re trying to find an alternative. Anybody know what system Unity uses behind the scenes to make the Dictation Recognizer work? Thanks!
Unity uses the SpeechRecognition (Windows.Media.SpeechRecognition) WinRT/10 API, the 64-bit Microsoft issue is fixed in the Creators Update of Windows 10.
But for now the only workaround apart from using a Windows 10 version which doesn’t have the Anniversary Update, is using the 32 bit version of Unity Editor, also 32-bit builds will work too (even if you create them from a 64-bits Unity Editor).
Maybe the following projects could help you as an alternative:

- Ispikit: GitHub - ispikit/ispikit-unity: Unity plugin for Ispikit pronunciation assessment and speech recognition
