what would you for texture if you have $100?

i have photoshop elements 9. i can download free textures from http://www.cgtextures.com/. what i need is bump,normal maps for this textures. Filter forge looks nice but for normal maps it’s discount price is $199.

which tool do you use for nomal,bump maps and generating textures? what can i buy to make/have better textures under $100?
