Hello,
According to this thread ( [Release Notes] Version Control Package (Plastic SCM for Unity) ) version 1.17 was released last week. It fixes some issues we’re running into. However, I don’t see it in the package manager. I don’t even see any mention of it in the documentation. I see up to version 1.15.18 and several preview 2.0.0 packages. Where can I find 1.17?
We’re using Unity 2020.3.33f1
The Version Control package v1.17.0 is on its way to be published. it should be available to install very very soon.

Hello,
I’ve updated to 1.17. It seems like all the problems we were having have been fixed. Thank you very much for your support!
Package manager is STILL not showing anything higher than 1.15.18
It’s been a month.
What is your Unity version?
I am not sure why our new package version is not showing for this specific editor version even though it is showing fine for other editor versions. You can manually add our latest package (1.17.1) through the package manager menu:

Unity LTS: 2021.3.5f1
Yes, thank you Carlos, I just did that, but I think Unity staff need to see people complaining about things like this, so they have ammunition to take to their execs and push for change/fixes to processes that are failing. Right now stuff like this (packages not up to date) along with the recent IronSource merger, makes the “optics” look really bad to Unity’s paying customers.
I think it may be related to your editor version. I have some confirmation from users that were able to upgrade the package version. I will report it
