I am working on a 2D Platformer for the mobile space and I am wondering if anybody has any suggestions on where I can find good game art. I am not looking for pixel art I would rather have a more professional look. I am looking for charatcers, backgrounds and UI elements. I have a budget of around $400 for the art. If anybody has any suggestions that would be great!!!

There are a number of asset markplaces to look for assets. The Unity asset store being the obvious choice, but there are a whole bunch of sites out there selling assets. However, most of these will not sell exactly what you’re looking for. A “platformer starter pack” or something won’t have everything you need, there’s just no way an artist could have anticipated all your needs and created everything you wanted.
You may have to look at hiring an artist. I’m not sure how far $400 will go though, but that all depends on how big your game is and how many assets are required.
