in the first person control mode, when I build some and want to test by running the game, the camera can not move at all, which means it never lets me walk around my scene.

Well does inside of the button turn blue? If it does then the game is running.
It depends what is in your scene? you could be moving and just not see it. Also do you have the first person controller in your scene? or is it just a camera..
and it is very hard to answer a question with hardly any info about the scene.
Maybe your terrain is not textured, so you don't notice you're moving.
