Why "can't open apk" on some device ? (Vuforia AR)

i have made a simple Vuforia AR program, but my program doesn’t work on all devices.
for example in Note 8 tell me : can’t open apk error and even doesn’t install the program.
what is the problem ?
how i can make a Vuforia program runnable in all devices ?
