Why don't appear the "Create other" option? (¿Por qué no me aparece la opción "Crear Otro"?)

My version is the 5.1.3 (64-bits). Without the option i can’t create a terrain and is impossible start the proyect. (Sin la opción, me resulta imposible crear el terreno y por ende, no puedo iniciar el proyecto)
