Why i cant make hole to bulid river in terrain?

I can create moutains and also I can erase mountains when hold shift but I cant make holes on ground .when I go to setting there is height which is 0 so when I put it as -1 or any number with - it authomatically reset to 0

What I do is raise most of the ground and then dig out a path for the river.
